Governor Arnold Schwarzenegger has before him, legislation that would impose a ban on landlords being able to demand that tenant’s cats be declawed and dogs debarked, as a condition of renting.

Lawmakers sent the measure to the governor Thursday.

The California Veterinary Medical Association does not like lawmakers messing with their business. The organization is expected to lobby hard to ask the governor not sign it.

The bill’s author, Democratic Assemblyman Pedro Nava, says it is unconscionable for landlords to require pet owners to subject their animals to permanent surgeries as a condition of tenancy.

Under AB2743, landlords would be fined $1,000 for demanding those procedures in a lease agreement.
